This is a pure LPTA named-product renewal, so total LOT price is the only award variable. The largest lever is the reseller's access to the Recast government or volume discount tier, estimated 15 to 25 percent below standard commercial rates. The second lever is zero-disqualification submission discipline: a single blank field, a missing signature, or a mislabeled envelope ends the bid before price is read. Both are exactly what disciplined pre-bid support protects.
