Qualifications first. Price comes later.

Price is not scored at the proposal stage. Fee is negotiated after selection under Section 7.1.

Committee method

Each criterion is scored 0 to 5, then multiplied by the criterion weight to reach the 100-point total.

A score of 0 requires consensus of the whole committee, which protects a strong firm from a single hostile evaluator.

The committee may use personal knowledge of a firm's past performance, not only what is written.
